I think that is changed now. I qualified for JMB Sapphire early September, I received an email from JAL around mid-September with the JGC enrollment information. It contains a link to a JAL page that basically goes "These are the terms of joining JGC, do you accept the terms and apply" (You need to be signed in to your JMB account for this). One week later the enrollment fee was deducted and JGC status showed up in my account.
Yes, I had reached JMB Sapphire back in April, and I had received the email with this title:
Information about JAL Global Club enrollment (for those living in countries/areas other than Japan who are not JALCARD members)
This definitely beats the old method mentioned here about physically mailing or faxing said JGC enrollment document.
