to 1) the aircraft arrived with a delay of 30 minutes in PHL. It left PHL with a delay of 1h09 and had a relative long flight time due to a go-around in FRA finally arriving at 8.21am. I cannot judge if the late departure from PHL was extraordinary (e.g. ATC constraints), nor how much time the aircraft lost due to the go-around, which should be extraordinary. If the reasons are extraordinary, you are not due to compensation.

to 2) Where did you get this information from? That would be great for customers. Fly from PHL to ATH for free and get 600 EUR. But unfortunately airlines will get out of business very fast.
