Something that just popped into my mind: as a US EV driver (and occasionally renter) I am used to chargers that have Tesla, CCS or J1772 cables/plugs. All I sometimes need is an adapter (and I personally own CCS->Tesla and J1772->Tesla adapters). Is it correct that many European chargers don’t have cables at all, i.e., you need to bring one (and get one with your rental)? And is that true for L2 and L3 chargers?
I need to pay more attention next time I drive around in Europe, but my most recent rental was a plug-in hybrid, and I didn’t even realize that until the agent at the car return station rooted around in the sub trunk and found the cables he was looking for. In my defense, it was a vehicle brand I had never even heard of (Lynk&Co… some sort of Geely/Volvo-related brand, it turns out). Most chargers I recall seeing in Europe seemed to have just a port to plug in your own cable.
So yeah, having those cables seems to be mission critical for European EV rentals.
