On UA you can get UA to take over the ticket (sometimes they charge sometimes they don't) and get a credit. I have done this before but it is a pain in the .... But Chase says you have to fly the segment which makes me believe they get data back from the airline of what happens to the ticket after it is issued and the airline takes over.

I got $10 off $150 as I can split payments on my electric bill to charge exactly $150 and I can't beat a 7.5% return on any card. But they got me to switch for one thing but not ongoing.

Amex does better "bills" promotions as it is usually 10% back up to $30, so you don't have to hit a minimum to get cash back like this chase offer.
