17% alcohol, so just barely stronger than a big red wine. 3 shots equals a short pour of wine, and I'd have barfed long before the third shot. I can't imagine that it is likely to keep enough Bailey's down within a short time period to have any material effect on the nervous system. And I know there are a lot of lightweights, but the Bailey's is extra lightweight, given how much one typically consumes, which is often one, and those are the most likely people to say they're tipsy.
Personally, I find most cream liqueurs way too sweet and thick. More than one shot is hard to imagine (but then again, admittedly I am nowhere near considered a drinker). But I assume that there is a market who likes to drink them regularly. To me, these are really only used in those chocolates that you (buy at Costco and) give away at Christmas.
