There's no correlation between price of the room and what (or even if) you get for breakfast - it goes entirely by hotel brand. Even comparably priced hotels in different chains within the same parent company will treat breakfast differently (e.g. Residence Inn vs. Courtyard vs Fairfield). For independent hotels, it depends on who their market is and sometimes the price, and I don't expect anything unless it's advertised on their website. I've stayed at expensive-ish places where you had to pay for breakfast in their restaurant, and cheap places that had hot breakfasts included in the price. Sometimes even within the same hotel it depends on the rate or if you got a package.
