There was a time AC could have gotten people with 500 hours to pay them to fly. But we are a couple of generations past the RCAF pumping out hundreds of pilots without debt every year; not even considering the relative horrible pay for a newbie pilot, there just aren't enough of them.
AC signs billion dollar contracts all the time; if they were forward looking past next quarter, they would be setting up ROTCesque pilot training plans, for suitable people right out of HS or uni.
They have essentially have this already through Jazz .
Jazz has a tonne of agreements through various flight schools and colleges. Along with its own flight school, plus Jazz Approach offered through CAE.
Hopefully with the recent changes to the Jazz pilot contract, it'll entice more people this way
