We need to know what this segment is part of, because the carrier surcharge is determined based on the origin of the whole trip not the origin of the segment. Is this a) part of LHR-YYZ-LHR return, b) part of YYZ-LHR-YYZ rtn, c) part of a booking with other segments, if so, where does it fit
