Four hours should be plenty of time and your bag will likely be automatically routed to the bag holding area for the QR flight. You may be introducing more risk by having them short check it versus following standard protocol of checking to the final destination on the PNR.
This. IAH has something like 20 foreign airlines that have 1 or 2 flights a day, and with large numbers of connecting passengers to domestic flights. They are set up for this.
