As for responsible. Depends when. I believe before 24 hours it would be AA, If within 24 hours then BA.
I got caught out with the canx BNA service on 20/9. Unlike you, my flight has been labelled WEAN. It was a windy day and I'd normally just suck that up, but as it's clear from the multiple BNA cancellations and that on 20/9 this was one of only 3 long haul LHR BA cancellations, I have decided to claim for compensation.
