If i understand things the whole point of this new procedure is to prevent people travelling on someone else's ticket, or have i got that wrong?

Would anyone really go to all the trouble the fake an ID for a domestic flight?

If the sole purpose is to prevent swapping, surely simply having the credit card or debit card used for payment would be enough.
