Lots of airlines have out-of-alliance partners. What you are describing is really common. I'm flying KE (skyteam) on AS (oneworld) miles. I won't have access to an AS lounge, or any other OW lounge, because I'm not flying on a OW airline. My only lounge access will be whatever KE provides: either a KE lounge or something that they have contracted. This is as expected.
