Also since GHA have representative here, GHA themself can use the information to do corrective action to those hotels if the said practice is not inline with the actual program policy.

I called out the Kempinski Muscat above, but I don't know if it is explicitly against GHA policy to withhold lounge access for guests staying in (upgraded) club/executive rooms? They've technically already upgraded you, and even that is not a guaranteed benefit.

But it's dodgy practice -- and I will always avoid such properties.
