Yes, it is a popular train. But how do those trains sell out in 3 minutes?

I found something that said that tour group operators can make reservations earlier than 30 day. If that is true then I would expect that they reserve more than they need and return the excess to JR Kyushu. Or they (agents in JP,China/.Taiwan/SK) sell them?
