They will allow rebooking at no cost when there are flight schedule changes of at least 3 hours. You can also request a refund with no penalty.

It is sometimes possible to change your flights online at no cost for schedule changes of less than 3 hours, but if that happens then you should consider yourself lucky.

If you have an Aeroplan award on partner airlines, the options to rebook can be very limited. Aeroplan can open up additional award space on AC flights, but not on partner airline flights.
