It's on the Arrivals level exactly between 2B and 2D. You can start from Departures 2D and follow the signs, there's a very convenient escalator just before Carl's Jr. burger taking you right down to the kiosks.

Super easy procedure, too, I just wasn't a huge fan of the fact that you get no paper receipt for your refund(s), unlike at Global Blue counters.
