I hold Caesar Diamond Status via the Wyndham rewards Business Earner card. If I book a room using my Wyndham points at a Caesar property, even though the Wyndham site stats I am responsible for resort fees, will the hotel waive them since I am a Diamond Member?

I'm not sure on the answer to your question but how much is the room you are trying to book per night in cash WITHOUT tax and how many Wyndham points does it cost per night ?
You may be better off transferring your Wyndham points to CET and paying in Reward credits.
If you pay in reward credits when you book you don't pay tax on the room and yes your Diamond status will be honored thus no resort fees.
