From my research the Yokohama Sheraton is next to Yokohama Station, from Yokohama station to Tokyo is approx. 30minutes no matter which train company you use. However avoid morning rush hour lol, can be a crunch.
The Sheraton Grande Tokyo Bay hotel is actually in Chiba, Japan near more situated for Tokyo Disney land. The Westin Tokyo is the more central Tokyo location but as you mentioned is a Cat5 hotel.
To my knowledge besides those 3, there are no other Starwood properties in the area.
