As stated in the article:
"
Flights from Allentown, Pa., and Atlantic City, N.J., on Landline buses began departing those airports and arriving inside security — or airside, in airline parlance — in Philadelphia Tuesday, American and Landline unveiled. Flights departing Lancaster, Pa., continue to depart that airport and arrive in Philadelphia outside security, or landside. Buses departing Philadelphia already leave from a gate on Concourse E"
I have flown through Lancaster a few times on Southern Airways. There really is no secure area so to speak. The terminal was not built to have security. There are some clear semi-permanent partitions kind of like modular office walls around one lane of TSA screening and then a dozen or so places to sit on some benches and chairs in about a 100 sqft area between that and the door to the ramp. They don't normally start screening until it's time to board the flight (and maximum of 9 passengers on Southern anyway).
