It's dynamic. Hawaii is generally expensive right now and people seem to be happy to pay for F. So they have little reason to offer cheap (or even reasonable) awards.

Honestly, Hawaii tends to be a terrible use of miles, in terms of value. Airlines know that it's an aspirational destination for many and price it accordingly. Hotels, doubly so.
