I think you'll have to call customer service. When I got my Bonvoy business card and called the number on the card to activate it and also added it to my amex app and made sure it was tied to my Bonvoy number, I had that special rate show up within an hour. When I book a room I can click the drop down for special rates and see "AMEX SMB" rate. So if you don't see that I think you'll need Bonvoy customer service.

BTW, I also followed all the steps you outlined. M posted the 15 Elite Night Credits almost immediately. It is the change to rate searching that hasn't taken place. And, as another recent thread indicates, I'm not the only one.
M Cust Service is "fine", but they follow a script and when the problem lies outside of their script they don't seem to have a way to push to a higher level of troubleshooting. I have been in contact with M Cust Serv, currently playing email tag with with 3 or so reps. Getting bad information from some, "can't get their from here" kind of responses, rather than, "yes, I see the problem, let me get in touch with someone who knows how to fix it." But, at least they are trying. I don't blame the individual reps, they are dealing the hand that M management has given them. Again, seemingly lack the ability to push the problem up the food chain to someone capable of "seeing" it and thus solving it.
