I think you'll have to call customer service. When I got my Bonvoy business card and called the number on the card to activate it and also added it to my amex app and made sure it was tied to my Bonvoy number, I had that special rate show up within an hour. When I book a room I can click the drop down for special rates and see "AMEX SMB" rate. So if you don't see that I think you'll need Bonvoy customer service.
