Not sure the logic behind not providing buy-up options to PP waitlisted passengers.
You can't just buy an upgrade while the waitlisted segment is there; you would have issues revalidating the ticket with two segments in the same cabin (or an issue if the WL clears).
Of course UA could add extra code just to deal with this case, but it's clearly not a priority for their nearly non-existent development resources
