It's confusing but the footnote you quoted is just outdated and should be removed from aa.com. AA updated the policy in 2021 to allow any international business class access to the AC's, but they just didn't bother removing that old footnote. It's ridiculous.
Don't know what's worse, the fact the footnote is still there or that im not surprised they haven't corrected it yet......
