I was one of those that did not receive the offer.
I just talked with an Aeroplan Rep and He said it was targeted at random. He said it was arbitrary and there was No formula to determine eligibility. He did sound frustrated and mentioned He was getting a lot of calls about this. In the end He said He could do nothing about it.
I do find it hard to believe that Air Canada would send out a offer to some and not all based on chance?
