The superchargers in NYC are mostly in paid parking lots and the 2 in Queens close to LGA are attached to shopping centers in paid parkades. It probably doesn't make sense to rent an EV (Tesla or non-Tesla) if you're not getting out of the city and do not have access to a free-to-park charging station or supercharger.
Flip side of the coin here: given Hertz's recharge fee is only $35, and given the price of gas in the city (especially Manhattan, or the obscenely-priced ones on Astoria Blvd), it may actually end up cheaper to rent an EV and just pay Hertz to recharge it.
FWIW, I rented a Tesla at LGA in April and drove it to Montauk, then took the ferry to New London, then up to Worcester and all the way across Massachusetts and back down the Hudson. Great trip and no issues with finding chargers anywhere I needed. I charged it up to around 90% or so in Brewster and had plenty of charge left to avoid the recharge fee upon arrival back at LGA.
