Sure, the quantity of towels is perceived to be lower because housekeeping was cut across the board and guests who were used to daily service were on their own in the “interest of safety”.
The quality of towels is perceived to be poorer because in the relentless pursuit of margin, owners/managers were loosening up their quality standards so they didn’t have to purchase new replacement towels as much as previously.
In dozens of post stay surveys, I can’t recall being asked about linen quality or quantity.
That’s great that Hilton is implementing a “global terry initiative”, but none of it matters if you don’t have housekeeping delivering them on a routine schedule and removing off-quality towels from the circulating inventory.
There are smart people who know the root cause to the issues. From a PR standpoint, he was probably told to say something click-baity to get a catchy headline.
