Sounds like more of the same we see on Flyertalk a lot with their agents not using their resources and then because they don’t know it the definition it never gets reported as not working properly. It’s clearly defined that for PQF each flight is a scheduled takeoff and touchdown, with an emphasis that through flight > 1 PQF.
Can you point to where in the current MP rules you find this "takeoff and touchdown" definition clearly defined? I think many of us agree it used to be in the language, but I have yet to find it (or hear from someone who has) that it is in the current rules language.
And what is clear is: "
