As far as I can tell the "ok for overnight stays" is internal policy and not a published policy. If you get the wrong agent you are stuck, it's as simple as that. So pack accordingly. All the AA versus BA plating, AA versus BA agent, AA versus BA codeshares won't get you any further if your agent is Carol Beer's evil sister.
