"As well" means "in addition to". In this case, it's "in addition to" getting the head start PQDs. So you get a) head start PQDs deposited in 2023; b) you get head start on 2024 status "as well". This really is simple.
Don't get me wrong....I understand what you are both saying. But you are both not interpreting the intent correctly (IMO, of course). There is a zero or near-zero chance of any head start PQDs being deposited in 2024. That will be the case whether United does or does not increase the requirements for earning status during CY 2024.
