The issue is you booked thru concur, you then paid for a seat separately that is probably not within you corp travel guidelines directly thru the airline, but your reservation is controlled by concur so it will keep getting “fixed”

in the past delta probably took control of the reservation, I know the keep “enhancing” our concur to make it harder and harder for us to do much of anything,
