There usually isn't a problem with using other airlines in this context, unfortunately ATL isn't that well served and Virgin has some cancellations today too so flights are filling up. IAD + United isn't remotely controversial. There are seats available. Agents are supposed to look at BA first, and as it happens the best solution (in my view) puts BA for the longhaul at least.

I personally would not advise using EC261 lingo here, it's unlikely to get a helpful atmosphere.
