my experience is all pre-COVID, but back then, CBP (US) was always ok with update online, but CBSA (CA) always asked for one to update in person. My understanding was the updates put into GOES does not flow through to the CBSA backend. I do not know if this is a system limitation (ie, IT issue), or privacy-related issue (ie, when you complete an application, you have given consent to share info for the application, but there isn’t consent from info. updated in TTP website, which is run by US.
my process has always been to update online when I receive the new passport, then go into the office at the next opportunity to update in person. For me, that needs to be twice every 10 years, rather than once, as I’m a dual citizen. A bit of a PITA for sure, but, I figure 5-10 minutes for an update every 10 years is better than being kicked out of program for perceived non-compliance. Ie, I’d rather be safe than sorry.
