I have encountered several cases when living overseas where only locally (for the specific country) issued cards can be used for the specific type of transactions or merchants.
Things that I remember are:
- Public transport: in Japan and Singapore only locally issued cards can be used to topup local transit stored value cards - Suica for Japan and EzLink/FlashPay in Singapore
- Utilities: only locally issued cards could be used to make a payment via payment machines/online in Singapore
