Yes, and it drives me crazy when they keep the light in during the entire flight. My career was in property-casualty insurance so I know about lawsuits and I'm also aware that anyone not buckled in during unexpected turbulence can become a projectile- but if I gotta use the lav I'd really like to know when it's risky (seat belt sign on) and when it's less of a risk (seatbelt sign off).
