Are US based airlines overly cautious about the fasten seatbelt light?

I have noticed that in the US, if there is even a slight bump the fasten seatbelt light will remain on for what seems like the majority of the flight. And usually the captain will make an announcement or in larger aircraft, a message will play saying to fasten seatbelts. In the EU, the light stays on during takeoff and landing but otherwise is off unless there is really bad turbulence. Are US based airlines just overly cautious about the seatbelt light or am I just imagining things? Could this be due to liability?
