Firstly CTA arrivals do not have to arrive on 23 they can be coached from elsewhere and frequently are if for example the previous departure from 23 was disrupted. Stand 22 is also useable for CTA arrivals.
Secondly aircraft are often changed very close to departure due tech issues, disruption, to prevent need for crew to change aircraft etc
Great conspiracy theory though.
