I can't see that it would be illegal to ask, but unless that actually was some extraordinary thing mandated by authorities, if you didn't have it and had been refused boarding as a result, I sure hope you would have been entitled to denied boarding compensation. I don't routinely carry two different ids on me so would have certainly been in a pickle had it happened to me...
