The probably put in a flat fee because people weren't tipping. I imagine there are a lot of foreigners that don't tip as they are not used to the custom. The have curbside check-in in Dallas where the skycap helps and the charge like $5 a bag. $24 for that is sufficient in my book maybe would have rounded it to $25.
