Unless I'm misunderstanding we are talking about the guy that takes your bags from the curb to the check-in desk? I.e. a 3 minute walk through the terminal? As a European I'd say $ 24 should be more than plenty, tip or not - but I could be wrong as I seem to consistently misunderstand how this culture of overtipping works in the US.
