It was listed a couple of years ago as a potential OW lounge along with 19 others but I am unsure how authentic this list was.
Moscow was listed as the first with apparently the build was about to commence when the current trouble started
However I saw a list that was circulating recently that was apparently from OW on which there were 10 lounge sites. Frankfurt was listed as was Seoul which is already under construction.
When of course is the question but with pre the pandemic eight OW airlines using the airport and most having no lounge it would seem to make perfect sense to build a sizable OW lounge
FRA will open a new Terminal 3 in 2026. As of now the plan is to move all airlines currently operating from T2 to T3 in 2026 (or whenever the new terminal will be operational). T2 will be closed then (and possibly be refurbished). I'd imagine if and when a OW lounges comes to fruition it will be in the new T3.
Anyway, sad to hear there is no more arrival lounge access - but that was to be expected I guess.
