I expect that that's an error on IB's part, But if the baggage allowance actually makes it onto your e-ticket receipt, then AA might be forced to honor it.

By the way, what cash component is IB showing as payable on the redemption?

Note that IB Plus redemptions on AA are completely non-changeable/non-refundable.
