I agree with your interpretation of footnote 3, specifically this sentence:
World of Hyatt Tier-Qualifying Night credits will be credited to the calendar year in which the qualifying spend occurred and on January 1 each year your spend total will reset to $0.
Interestingly, the corresponding footnote (also #3) or the personal card T&C does explicitly grant tier-qualifying spend rollover, but is silent on the issue. See

World of Hyatt Tier-Qualifying Night credits will be credited to the calendar year in which the spend occurred.
Perhaps Chase didn't intend to grant rollover for the personal card either, but just didn't make that explicit in the T&C, and now they're honoring it.
ETA: Current business cardholders, is there any kind of online spend tracker that could help us avoid "wasting" tier qualifying spend at year's end?

Absolutely. I am not enrolled in the business card program, but am considering taking advantage of the enhanced SUB. This post reflects my new understanding of the two cards WRT roll over of tier qualifying spend. I appreciate your assistance in compiling this due diligence, and hope it helps others too.
