Here's another vote for Prague; very good prices there and a wonderful city.

Other good places worth considering that are interesting to visit, prices are good, and ability to speak the native language isn't a problem are Budapest and Tallinn (Estonia). We loved all three places; enjoyed them in style on the cheap, and got by easily with only a small phrase book using simple expressions like "please" and "thank you."
