It depends on your fare class, but Premium Economy sold as Economy isn't free at all.

For Premium Economy seats sold as Economy, only CI Emerald and Paragon members may select those seats for free. If they are only charging you 50 then it's marked down by 5 cause it should be 55.
CI Gold cannot select those seats for free.
I believe they will still charge you even when OLCI is out, it only gets to the point where no one pays for those seats at check in would the agents/system be randomly allocating seats to passengers. The website has indicated the following deadlines:
- Standard Seat for Premium Economy Class and Economy Class: Available for sale till 48 hours prior to departure.
- Preferred Seat: Available for sale till 12 hours prior to departure.
- Extra Comfort Seat: No limit (May purchase In-Flight).
This means standard seats will be available for selection at OLCI. As for Premium Economy seats sold as Economy (part of the Extra Comfort Seat group), you will have to pay unless they put you in it themselves.
