Correct, these are default service charges that go from X% to (usually) max. 15%. The other one is VAT and a daily accommodation fee (fixed per city, varies).

Actually, in places like Singapore and Indonesia,, one gets slapped with a similar 10% service fee on room rates, quite common in Asia.
