Unfortunately my first flight is marked as TK with the second flight being marked as UA. I tried logging into Turkish Airlines with the reference number they provided and baggage states "N/A". I'm a bit hesitant to pay the charge and attempt to file a chargeback.
I know it's going to be frustratingly difficult but I am going to attempt the feedback form via Turkish and see if I can get someone to help. Not keeping my hopes up though since they are mostly useless.
If you do get charged before going the chargeback route email UA.
Shortly before COVID I had a situation where UA->KX ticket and KX insisted on collecting a bag fee when I rechecked the bag after clearing customs in GCM [because "UA didn't tell us about this bag" despite having a tag to final destination on it]. Because a UA MX issue out of IAH cut my connection time from ~3 hours to negative 20 minutes (I was shocked KX held the flight for me) I didn't have time to argue and just paid.
Sent an email to UA and they cut a check for the KX bag fee without making me jump through hoops, apologized for that 'miscommunication' and sent an ETC for the MX delay.
