I don't see what the big deal is about this.
I'm not a smoker, but I can tell you that I have seen countless people vaping on flights, in the washrooms in TLV (& other airports, too), as well as in the check-in area.
I think that If they really wanted to do this right, they'd devise a way to create a covered outdoor space for the smokers with floor-to-roof ventilation to ensure proper evacuation of the smoke.
The problem with the old smoking cabins (yeah, I used them in the past 3 or 4 times when I was a lot younger) was that the negative pressure inside was inadequate to truly keep the smoke moving.
Hopefully, this will be fixed and the new cabins will not pollute the terminal for the rest of us!
