Maybe their goal is to have this be the only skyteam lounge in Terminal E and the garbage AF lounge will close? Either people don't know about this, or there aren't many flying in D1.
DL could expand in BOS over the next decade, of course. They also still have the ability to "delight" customers and provide lounge access beyond what they've initially offered (eg through choice benefits, with status, etc) if they find that lounges are too empty.
