It does give DL the ability to cancel or devalue the program in the future. 6MM was already pretty hard to achieve even with MQMs. By eliminating any CoS bonus or CC spend, it becomes probably impossible for most people. Most people starting fresh from January 1, 2024 will probably never earn 6MM.
